INVESTIGATION OF ALLEGED IRREGULARITIES AT ECAD

Senator Eduardo Suplicy has ordered the investigation of alleged irregularities at the Central Bureau of Collection and Distribution ("ECAD"), the entity that takes care of the copyrights of musical works. In order to conduct the inquiry, Suplicy has established the Parliamentary Commission of Inquiry ("CPI") which will investigate ECAD for a period of 180 days.

Proposed by the senator of PSOL in the state of Amapá, Senator Randolfe Rodrigues, CPI aims to determine if there were gaps in the collection and distribution of the monies paid for copyrights, if there was abuse of the economic order, and if there was cartel-like conduct in the determined values of the copyrights. Rodrigues also suggested an analysis of the centralized collective management model of copyrights concerning public performance within Brazil. In addition, the CPI, which had 28 signatures of support, will discuss the improvement of Law 9610/98, the law governing copyrights in the country.

Foi convocada para a próxima terça-feira (28) pelo senador Eduardo Suplicy a instauração da Comissão Parlamentar de Inquérito (CPI) que deverá investigar, pelo prazo de 180 dias, denúncias de irregularidades na entidade que cuida dos direitos autorais referentes a obras musicais, o Escritório Central de Arrecadação e Distribuição (ECAD).

Proposta pelo senador Randolfe Rodrigues, a CPI tem por objetivo apurar falhas na arrecadação e distribuição do dinheiro pago pelos direitos autorais, abuso da ordem econômica e prática de cartel nos valores arbitrados de direitos de autor. Randonfe Rodrigues, senador do PSOL do Estado do Amapá, sugeriu também uma análise do modelo de gestão coletiva centralizada de direitos autorais de execução pública no Brasil. Além disso, a CPI que teve 28 assinaturas de apoio, discutirá o aprimoramento da Lei 9610/98 que rege os direitos autorais no país.
